Taking part

Each question is separate, because "open" and "free" mean different things here. A yes always means open or free to someone who is not a member.

Can anyone read the specifications for free?
YesThe benefits table gives non-members access to the OPC UA specifications. OPC Classic specifications are for members. opcfoundation.org
Can anyone take part in the community?
PartlySpecifications and the open-source stack are public; working groups need a paid membership. opcfoundation.org
Can an individual take part for free?
Not applicableMembership is for organizations; there is no individual category. opcfoundation.org
Can an organization join for free?
PartlyThe UA Logo membership is $0 for companies that offer OPC UA products. It gives certification access but no voting and no working groups. opcfoundation.org
Are technical working groups open to non-members?
NoWorking groups are open to Corporate, Startup, End-User and Non-Voting members, not to UA Logo members or non-members. opcfoundation.org
Can non-members take part in interoperability testing?
UnknownInteroperability workshops are listed on the certification pages; we found no published eligibility.
Can a non-member certify a product?
PartlyCertification is "a premium service available to OPC Foundation members and logo members", so it needs at least the free UA Logo membership. opcfoundation.org
Does it maintain or host open-source implementations?
YesMaintains the UA-.NETStandard reference stack on GitHub. github.com

Open-source implementations

OT Fabric's notes

What stands out

OPC UA is one of the few industrial standards where a non-member can read the current specifications without paying, and where the standards body itself maintains an open-source reference stack. That combination makes independent implementations practical.

The membership ladder is unusually fine-grained. A company with an OPC UA product can join as a UA Logo member for $0 and certify, a young company can vote and join working groups as a Startup for $500, and research bodies and non-profits get working-group access as Non-Voting members for $900.

Certification is not open to non-members, but the lowest route to it is the free logo membership. The day rate at the test lab is twice as high for logo members as for Corporate members, so the cheapest route on paper is not always the cheapest in practice.
